If you continue to see the form confirmation message after submitting a form and refreshing the page, you are likely seeing a cached version of the page. If you exclude the page containing the form from your page cache, this should no longer be an issue.
Note that page caching can be handled by a plugin or on the server so you may need to ask your hosting support to exclude the page if they provided a page caching service.
